Assistant Deputy Commandant for Programs and Resources

 

Mr. Edward C. Gardiner serves as the Assistant Deputy Commandant for Programs and Resources, Headquarters, U.S. Marine Corps.  His responsibilities include advising the Marine Corps Chief Financial Officer, the Deputy Commandant for Programs and Resources, and providing executive control and oversight of the Marine Corps Planning, Programming, Budgeting, Execution and Assessment process.  This includes the development, justification and execution of the Marine Corps program and budget valued at $47 billion per year, and oversight of the Marine Corps financial statements, systems and appropriated funds.

From 2015 to 2020, Mr. Gardiner served as the Assistant Deputy Commandant for Resources, with responsibilities for the Marine Corps budget, financial operations, and financial system teams across the Marine Corps in eight states.  From 2011 to 2015, Mr. Gardiner led the Marine Corps budget process, as Director of the Budget and Execution Division.  In a variety of positions over the last fifteen years, Mr. Gardiner advised the leadership of the Marine Corps on resourcing strategies that supported the Commandant of the Marine Corps priorities.  He has coordinated the Marine Corps pursuit of a clean full financial statement audit opinion, provided close oversight of the Marine Corps financial systems modernization, and collaborated across the Marine Corps and Department of Navy to find continuous improvements in business operations and controls.

Mr. Gardiner provides insight from 35 years of experience in both military and civilian Marine Corps roles including combined, joint and Fleet Marine Force experience as a Marine Corps artillery officer at the MEF, battalion and battery level.  His military supporting establishment experience includes service with U.S. Marine Corps Forces Command as the Aviation Financial Management Head, and with Recruiting Station, Oklahoma City as an Officer Selection Officer. 

Mr. Gardiner graduated from Northwestern University and the Naval Postgraduate School.  His awards include the Legion of Merit and the Combat Action Ribbon.
